It is recorded like this. Let us read it together. Because that harbor was not suitable for wintering... wait, hold on. "Because that harbor was not suitable for wintering" refers to Fair Havens. It is a harbor. It is talking about the harbor they are currently in. Now, begin. "From there, the majority decided that we should somehow reach Phoenix and winter there," for Phoenix was a great harbor. "Facing southwest and northwest."
What does this mean? Compared to the harbor called Fair Havens, the Phoenix harbor had a much better environment. Fair Havens is a rural backwater, while Phoenix is like a big city. Everyone there, the shipowner and the captain, and many others, thought that since they had to spend not just a day or two or a few weeks, but several months there for the winter, they could not possibly stay in such an uncomfortable place, so let us go to Phoenix.
